The progress report by the Royal Commission on Victorian Outer Ports presented to the Victorian Government.
The report contains a review of the economic conditions affecting the developement of Portland as a harbour as well as a summary of its natural attributes. Importantly it contains a detailed printed plan illustrating the proposed breakwater, wharves and grain elevators. Additionally it has a large scale folding map of Western Victoria. There is a two page appendix of aerial photographs of the existing port facilities.
A scarce publication that was directly responsible for the developement of Portland as an export port.
